want to know the steps involved in migrating from 7.8.9 ee to 7.10 ee , do we need to just redeploy rest engine and webapp and execute upgrade scripts? or any addition steps is required?
what happens to the process instances which are in progress?

The answer depends a little bit on your setup & configuration, but mainly it’s executing DB update scripts and adding new jars and eventually replacing the webapps.
