according to CAM-10628, Oracle 19c support comes with Camunda BPM 7.12.2 and 7.13.0.

7.13 is scheduled for end of May and 7.12.2 is released for customers only.
However, since it seems like no code changes were introduced with this ticket it should be possible to run the community edition in version 7.12.0 together with Oracle 19c without any drawbacks.
Heads-up: Since no QA was conducted for 7.12.0, we cannot give you any guarantees that this version works together with Oracle 19c.
