Today i downloaded latest edition of Modeler 3.1.0. Modeler was not responding and not throwing any errors. Little bit of troubleshooting, i found that enabling Windows 7 mode by right clicking the Modeler.exe, issue resolved. Currently I have Windows 10
If anyone run into this issue, try enabling compatibility mode, that helps.

I’ve been using v3.1.0 on Windows 10 since its release. Can you share more details? What does it look like when you open the application? Can you open the developer tools (F12) and see if there are any errors in the console?
When i try to open the Modeler, it’s clocking, unable to see any option. When i enter F12, system got crashed, i need to reboot.
Unfortunately I cannot reproduce this behavior on my machine. If anyone else encounters this issue please feel free to share your findings.
